Questions: 18 yr old (with mental problems) shot my cat surrounded by the eye now he's going blind within that eye & then the cat broke his foot, would it be insensitive of me to net him & his mom pay the vet bill? My cat be fine before that. He(the 18 yr old) receive SSI.

No, not at adjectives, This his fault and he should retribution the bill for the cat.

Well first of all, shame on the parents of this infantile man for not making sure he was not dangerous and also people and animals around him! How did he gain a gun? Is there any agency to find the person who agree to him have access to the gun? If so possibly that person should be held responsible. I would ask a advocate or go to Lutheran Social Services and see if they can serve you get lawful advice on how/if you progress further. If you can afford the vet bills but still want him/them to be responsible then possibly the young man could do chores for you, mow grass, rake take out trash.

If the young man is powerful of understanding the consequences of his whereabouts then he should be held responsible. Mental syndrome is not an excuse unless he isn't able to take that he hurt the cat.

No it would not be Insensitive! You better make him clear for the bill and he should make some sort of Apology! Even if he have Mental Problems (i know kids Who have Mental Problems Adults & Teens) and none of them i know enjoy ever done such a thing approaching this..Not to be mean i meditate he has more than mental problems
